AIDA Report Highlights Need for Greater Alternative Development Programs in Colombia

Since the 1970’s, aerial spraying with herbicides has been employed in Colombia to destroy the coca, cannabis, and poppy crops used in making cocaine, marijuana, and heroine respectively. Today, the US and Colombian governments conduct this spraying as part of “Plan Colombia. ” This 3 billion dollar US-financed program includes not only the destruction of coca and poppy crops, but also expanded anti-narcotics operations in southern Colombia, increased aerial drug interdiction, support for the Colombian National Police, activities to strengthen the judicial and human rights systems, and alternative development projects.
Because of significant environmental, social, and economic damages caused by the spraying, many organizations and institutions have criticized the aerial fumigation program. Nevertheless, the United States and Colombian governments insist that the fumigations pose no risk.
The Colombian Public Defender’s Office, the Colombian General Accounting Office, various national and international environmental and human rights organizations, and even the European Parliament, beg to differ.
AIDA opposes the Plan Colombia spraying and has been working since the year 2000 to make the United States and Colombian governments comply with laws intended to protect the environment and human health. In so doing, we have collaborated with organizations and authorities from both the United States and Colombia to document the damage that the aerial fumigations cause.
